Welcome and Program: 10:00 a.m.
Program: Irene Kovala, educator recently retired from many years in the Maricopa County Community College District, was our guest speaker. She was most recently serving as president of Glendale Community College. She provided many facts about the deplorable state of funding for education in Arizona, and inspired a number of questions and comments. She now lives in Litchfield Park.
Call to Order: 11:30 Present: Barbara Bailey , MJ Smyrl, Nancy Brown, Jo-Ann Wordell, Pat Zajicek, Shirley Talley, Mary Ellen Casale, Rita Daninger.
Minutes of October meeting: Rita moved to approve the minutes as presented; motion carried.
Treasurer’s Report : Pat Zajiek reported that we have a total of $830.65 in our two bank accounts. Upon her request, Wells Fargo Bank reversed the service charges that were unexpected.
Pass the Envelope for Scholarships: Pass the Envelope activity brought in $36.50. As we are having our small silent auction today, we will not pass the envelope.
Book Club Report: Last month’s book was In Sunlight and in Shadow. The Kitchen House will be discussed today. Next month will be The Japanese Lover, discussion led by Sandie Straub.
OLD BUSINESS:
BJ’s Fundraiser: Shirley reported BJ's fundraiser is postponed until the spring. Instead we could consider donating to “Pass the Envelope” the money we might have spent eating out at BJ’s. Holiday Pot Luck Dinner at Barbara’s home: Everyone had a good time!
NEW BUSINESS:
Goals Review: President Barbara asked all to share their ideas for goals for next year.
Scholarship Application Form: The scholarship application form will be updated. It is at our website and will be changed to be interactive so that it can be completed and transmitted electronically.
AAUW Annual Legislative Day: Shirley Talley reminded everyone that the annual AAUW legislative day will be held Tuesday, February 21. Please consider attending, and making an appointment to visit with your own legislator(s).
Silent Auction: Members appeared to enjoy shopping the silent auction. We were reminded that “One woman’s junk is another woman’s treasure.” The amount raised will be reported at the next meeting.

Call to Order: President Barbara Bailey opened the meeting at 10:35 a.m.
Present: Barbara Bailey, president; Rita Daninger, vice president programs; MJ Smyrl, vice president membership; Margaret Baker, secretary; Pat Zajicek, treasurer.
Introduction of guests: Barbara introduced her guest, Jo-Ann Wordell.
Rita Daninger introduced her guest, Mary Ellen Casale.
Minutes: The minutes of the general membership meeting of May 14 were approved.
Treasurer: Pat Zajicek reported that we have a total of $704.39 in our accounts.
There is no service charge from Wells Fargo for our accounts.
President report of executive board meeting and decisions. The executive board met on July 23 at Barbara Bailey’s home. 1) The board decided to no longer attempt to financially support the GED program at the prison, due to the change of leadership there and other factors. We do not have much in the way of funds and we decided we would focus on our scholarships to EMCC women students. 2) The board decided to organize the general membership meetings differently; from 10:00-10:45, program and discussion; 10:45-11:30, business meeting; 11:30-1:00 lunch and book discussion.
Service pins awarded: National sent service a pin for Sandra Straub, recognition of 20 years.
New Business:
1) Bylaws – Rita Daninger informed us that National has sent bylaws changes to the branches. They need to be completed by January 31, and she will keep us informed.
2) AAUW State Board meeting is September 24.
3) AAUW Fall Forum is November 5.
4) AAUW Leadership Conference – will be held in April if enough members commit to attending. At least 40 are needed to make all the preparation work worthwhile. This is an opportunity, especially for newer members, to learn the responsibilities of different positions.
5) Movie event: Seven of our members attended the movie “Equity” together and went to dinner afterward. They enjoyed spirited discussion about the movie. Nancy Brown said she would organize a movie event if someone calls her with a selection.
6) Christmas social: The social will be at Barbara Bailey’s home on Wednesday December 7, beginning at 5 p.m. Spouses and guests are encouraged to attend. We will have a pot luck dinner.
7) Fundraising ideas: Shirley Talley offered to work with BJ’s Brewhouse to set a date for our group, and they will donate 20% of the income from that day to our branch. An idea which received support is to hold a silent auction at one or two of our general membership meetings.
Another fundraising idea is to pass an envelope around after our meetings and lunch, and members can put in money.
Elections and propositions: Shirley passed out informational literature that has been prepared by the League of Women Voters and the AAUW regarding the voting records of office holders. Also, information is included on the substance of forthcoming propositions.
Website for branch: We have a very nice website, and MJ offered to relieve Shirley of the task of keeping it updated.
Retreat concept: It was decided to hold an abbreviated retreat at one of our general membership meetings. Rita plans to find a motivational speaker.
Program: Rita presented a short, entertaining video on how to speak and how not to speak, to gain the most positive impression. We talked about what we might include in our own “elevator speech” about AAUW. Rita has an idea of laminating a small card with the talking points that we each can use.
Next meeting: Saturday, October 15, Toscana’s Grill.

Heather announced to the group that the father of Kathy Knecht, founding mother of our group, had passed away.
SPEAKER
Heather introduced Kandy Whitlock, recipient of our West Valley scholarship. Kandy shared her life experiences and her goals with us. After twenty years of a negative relationship, she decided to change her life, and with the help of her son, she made plans and began working toward a B. S. in nursing. She works part time, takes care of her mother, and attends school. She left us impressed with her energy, enthusiasm, and dedication. She closed saying, “The goal is not just to become an R. N.; it’s to help improve people’s lives.”

- Meeting was adjourned at 11:15 for a pot luck luncheon (and a birthday pie for Nancy Brown).

Members attended various presentations: Shirley Sandelands from League of Women Voters’ information on Prop 1,2,3; Lobbyist Judy Liggitt; and AAUW CEO Linda Hallman.

Nancee Noel, a California licensed psychotherapist, semi-retired, became interested in the prison system here and throughout the United States through correspondence with an incarcerated pen pal. She has served on Gina’s Team, an organization working to develop leadership skill at Perryville Prison. Nancee was the 2014-2016 Public Policy Co-chair for the North West Valley AAUW and the Arizona State AAUW prison point-person. What happens after incarceration is her special interest.
She recommended that members go to 60 Minutes “Crime and Punishment” program to understand how Germany successfully treats its prison population. United States’ recidivism rate is 60%; Germany’s is 30%.
Federally, President Obama endorsed “ban-the-box” by directing federal agencies to delay inquiries into job applicants’ records until later in the hiring process. Additionally, employers are being asked to take the “Fair Chance Employment Pledge.” They agree to consider a candidate’s job experience and qualifications first, delaying background checks and inquiries and avoiding the stigma of criminal records in the decision making.
Almost half of the states have adopted some sort of procedure to allow those persons with felony convictions to have a better chance at employment…a small step toward successful re-entry into society.
Some members present expressed concern about public safety (Susanne Burgess, a banker and Rita Daninger, an attorney. They feel it is critically important when hiring personnel to know everything about them).
Other problems remain. Presently credit reports permanently include the fact that a person has been in prison. Landlords may ask if a renter has been incarcerated.
Two thirds of women in jail have children under eighteen. In Arizona, if a parent is incarcerated for 15 out of 22 months, she or he may lose parental rights.
Grace Ganczewski, who formerly worked for DOC, spoke about the plight of children. She spoke from experience: her father was incarcerated when she was a child.
Two and a half million children bear the stigma, trauma, and stain of incarcerated parents. Foster parents and relatives take the responsibility for these children. See the DOC web site for more information about Arizona Stars (mentors) and CASA (court appointed special advocates).

Grace Ganczewski, who formerly worked for DOC, spoke about the plight of children. She spoke from experience: her father was incarcerated when she was a child.
Two and a half million children bear the stigma, trauma, and stain of incarcerated parents. Foster parents and relatives take the responsibility for these children. See the DOC web site for more information about Arizona Stars (mentors) and CASA (court appointed special advocates).

The meeting was called to order at 12:05 p.m. by Rita Daninger, filling in for president Heather Rayner. A discussion of book Go Set a Watchman was held prior to the meeting, at Barbara Bailey’s home. A special guest was present, Isabelle Harper Clark, who has a family connection to Harper Lee, author of Go Set a Watchman.

MINUTES – Upon motion by Barbara Bailey, the minutes by Nancy Brown were approved as written and transmitted prior to the meeting via email.
TREASURER REPORT - Rita Daninger reported we have $934.03 in our checking account at this time. Also, Rita reported that M.J. Smyrle only needed to pay one-half the dues amount, as she joined at this time of year.
SCHOLARSHIPS and PTA – Sandie Straub said that she has not heard from the state PTA, and does not know if we will be assisting this year in evaluating the applications.
Estrella Mountain Community College – Sandie is providing the college the scholarship information; we plan to award a $300 scholarship again this year to a woman student.
FUNDRAISING - After discussion, Shirley Talley made the motion to charge $15 for each of our meeting luncheons from this date forward, with the balance over the actual meals costs to go to the treasury. Motion carried.
PERRYVILLE – Shirley was unable to reach Dr. Latimore, so no report is available. According to Rita, Dr. Latimore changed jobs and is no longer available.
BYLAW CHANGES – Rita distributed copies of the bylaws, with the proposed changes from National marked in blue. Most changes are required by National. She will send them out to us via email. The changes need to be approved at our March meeting, which is our annual meeting.
Discussion of provisions in bylaws: Officers and term limits; would like to keep one-year terms and limit of two terms in succession. Number of meetings: leave as is, with board to meet at least four times a year and the membership at least six times per year.
CALENDAR - We will not have a February meeting, due to the VNSA book sale at the fairgrounds. Heather Rayner is the chair of this huge event again this year.

KRIS JACOBER, EXECUTIVE DIRECTOR ARIZONA FRIENDS OF FOSTER CHILDREN FOUNDATION
There are 18,000 children in foster care in Arizona, 12,000 of whom are in Maricopa County. Twenty-three youngsters enter foster care every day. Approximately 42 percent live with relatives; 25 percent with foster families (at $19 a day); 20 percent in group homes (with no privacy).
Friends of Foster Children raises money for child activities: lessons, sports, trips. They received $125,000 from VNSA (important that we attend the book sale). Friends works one-on-one with youths 15 to 21 years of age. They offer counselling, evaluation of skills and preferences, and job opportunities. AFFCF participates in state tax credits for contributions.
Kris shared that she receives communications from former recipients who are now successful thanking her for what the foundation did for them.

PERRYVILLE UPDATE
Rita had lunch with Dr. Lattimore who has changed her philosophy about how she distributes the money we give to them; the women must earn it (it now costs $140 to take the test). Because Dr. Lattimore is experiencing burn out, she is looking for a new job.
NATIONAL CONVENTION
Shirley and Sandie attended. Shirley reported that it was an incredible experience to be among 1,000 like-minded women ( forty of whom were from Arizona). Sandie said the convention was fabulous, and she was glad she attended. Both she and Shirley attended every workshop they could manage, about six each.
Sandie reported that STEM (science, technology, engineering, and math) awareness for girls is expensive to achieve, about $900 per girl per program. It requires chapter fund raising and cooperation plus community support.
Interesting to note, contributions to A. A. U. W. causes has increased despite the economic downturn.
The next conference will be in Washington, D. C. in 2017.

Kathy spoke about the current state of Arizona schools. She brought some good news: more people are interested in education than in the last twenty years. People are waking up.
Kathy has a Facebook page to enlighten those who don't have children in school. She recommends the book Fifty Myths That threaten Public Schools by Berliner.
She feels that current emphasis on S.T.E.M. has resulted in a glut of programs and few jobs.
She revealed that public schools have student achievement unmatched by schools of choice (charters).
Public schools have not been fully funded for seven years.
Her obvious enthusiasm and knowledge will be an asset for public education in Arizona.

Ron reported that Agua Fria Union HIGH SCHOOL DISTRICT is seeking a $70,000,000 capital bond to pay for a new high school, capital improvements, campus priority projects at existing schools, and technology upgrades.
Existing high schools are currently at capacity, and another 3,000 students are expected to enroll in the district over the coming decade.
Agua Fria United High School District AFUHSD has some pretty significant statistics.
Arizona state graduation rate 82.3% AFUHSD rate 89.3%
Arizona state administrative cost/student $746 AFUHSD cost $603

The average homeowner will pay $1.89 per week, based on the average home of $169,340.

A member of the First Families of Arizona, she was born and raised by her parents who bought a ranch in the 1940's when citrus was king. She grew up rurally where school was the center of social life: 4 H, Campfire Girls, and sports. After college, she married and raised her own family here. She continues to show her love of Arizona by being an active participant in local historical societies and community service.

· Shirley talked about the tour of Perryville Prison where the group saw dedicated teachers in action. The sad news is that 125 inmates are waiting to take the G. E. D. test. Delays are occurring because of a teacher shortage (Department of Corrections responsibility).
· Lisa Atkins offered to talk to Don Wallace to see if the college can waive fees for management of our donated money.
· Heather will check to see how our funds are guaranteed to be in G. E. D. Maricopa Community College Foundation.
FUND RAISERS
Shirley suggested our fund raising at local restaurants might be even more successful if we alternate moderate family places with more upscale ones. Thursday seems to be a good night for most. Shirley will do some investigating and set some dates and arrangements and report at our next meeting.
BOOK CLUB
Our new member Noreen Wingham suggested we initiate a book discussion group. As a result, nine people met and enthusiastically discussed Suite Francaise at Shirley's house. At the next meeting on the first Saturday of the month at 10:30 to 11:30, the group will discuss The Dressmaker.
JUNE 18-21 CONVENTION IN SAN DIEGO
· Branches can apply for a scholarship of $600 each for two women to attend.
· Rita suggested that we could augment the scholarship money with $200 for each woman attending. Some members felt we should not use our funds for a conference; we should use the money for Perryville. Heather asked the group to think about what should be done, and the decision can be made at the next meeting.

The meeting was called to order by our president Rita Daninger at 12:50 at Shirley Talley's house. Present were: Barbara Bailey, Margaret Baker, Nancy Brown, Suzanne Burgess, Heather Rayner, Shirley Talley, Pat Zajicek. Rita welcomed our guest Noreen Wingham who told us a little bit about herself: she has been a teacher of ESL, an administrator, an employee of AT&T, and a traveler.
TREASURER'S REPORT - Heather reported that we have $1,276.29. The book scholarships have been reimbursed.
OLD BUSINESS - Rita told the group that she and Nancy Brown attended the spring conference on "The Status of Arizona Women: Where We Are Now" at ASU West. Both felt the meeting was informative and worthwhile.
Perryville Report - The visit to Perryville Women's Prison will be May 27th.
NEW BUSINESS - Jane Adrian will be the new state president. Rita was asked to be the parliamentarian, but she is unable to do it and asked for volunteers.

o Branch book scholarships went to Roxanne Carter and Kimberly Butler; both are pursuing nursing degrees.
o Nancy, Sandie, and Heather (the three who read and judged scholarship applications for the PTA) were invited to the PTA dinner. Last year's was in Phoenix.; this year it was in Mesa at night. Heather offered to drive, but Sandie and Nancy opted not to go.
o Sandie notified Grace that our branch would be willing to judge PTA scholarship entries again next year.
o Sandie sent gifts to the outgoing presidents.
· Shirley announced that our fellow member Dottie Allen passed away after suffering a severe stroke. Her service will be held on May 30, 2014. Dottie was our branch president, a community activist, a real dynamo. We shall all miss her. Shirley will provide details about the service as soon as she has them.

Rita welcomed all, and each member introduced herself.

OLD BUSINESS
Rita reviewed our commitment to women at Perryville Prison to new members. Shirley Talley received an email from Dr. Lattimore expressing her disappointment about the state's decision to put the G. E. D. program on hold while policies are being finalized. Geneva will speak to Dr. Lattimore on Monday to ascertain state progress.
Shirley passed around a form to be filled out by those who are going to visit Perryville. William Compton, contact person at Perryville, is arranging the details. The date is not finalized, but the deadline for submitting requests is April 1, 2014.
Shirley attended Legislative Day. She had an appointment with Senator Tovar, but it was canceled and will be rescheduled later. AAUW was recognized on the floor of both Senate and House. The minister who gave the invocation is an AAUW member.
Margaret Baker will investigate the new web site where constituents can respond to proposed Arizona legislation.
Shirley distributed the new AAUW name tags, which cost $8.00. Thanks to Ron Talley who designed them.
Rita gave out information for direct access to Jane Adrian.
NEW BUSINESS
Convention Conference will be held April 12, 2014. The theme will be "Status of Arizona Women: Where We Are Now." Nancy and Rita will attend.
AAUW WEST VALLEY SCHOLARSHIP
Sandie Straub reported that we have just one applicant so far. Barbara Bailey moved that we offer two scholarships of $300 each; Shirley seconded; motion passed. After much discussion, it was agreed that when Sandie writes to the winners, she will define "books" as learning tools that include electronic versions and readers. Applications next year will be modified to include the definition. Sandie also explained to members that the funds are reimbursed to winners; receipts are sent directly to Heather.
Sandi reported that she, Heather Rayner, and Nancy read about 200 student applications for the PTA Scholarship. Four were chosen: one teacher and three others. PTA grants $500 per semester, $4000 total.

· The meeting to install new officers will be at Shirley Talley's house at 11:30 May 17, 2014. In order to avoid duplication, each member should notify Shirley what dish she is bringing. Shirley's foreign exchange student, Charlotte Paulsen, will speak about Germany. Members should bring their $71.00 dues and their $5.00 contributions for the Education and Legal Advocacy Funds. Separate checks should be made out to West Valley AAUW.

The meeting was called to order at 10:45 by Rita Daninger at Toscana's Restaurant. After introductions, Rita welcomed two new members: Barbara Bailey and Carol Phillips.
Program - Dr. Lattimore was unable to attend. The GED program at Perryville has been temporarily suspended pending decisions by the Department of Corrections about meeting new requirements and providing a vehicle for taking the tests.
Michael Pattarozzi, Dean of Community Outreach at Rio Salado College, spoke about education at both Lewis and Perryville prisons.
Rio Salado, which contracts with the Department of Corrections, provides two services to incarcerated men and women: on site and distance. On-site offerings include vocational and technical training leading to certification: computers, construction, graphic arts, horticulture and furniture refinishing (at Lewis only). Additional on-site programs offer classes leading to GED's. Inmates must work to earn money to pay for the test. They earn varying pay to build houses for Habitat for Humanity, to work as custodians, farmers, clerks, yard cleaners, telephone callers, Motor Vehicle Division workers, and kitchen help.
Mr. Pattarozzi reported that some inmates who had studied and managed to pay for their tests were scheduled to take the them in December, but the session was canceled, and those women will have to start all over.
In 2013, distance learning involved 600 to 650 students per day or about 1800 to 2200 annually.
In 2013 Rio Salado awarded
· 24 associate degrees at Perryville
· 730 certificates to Perryville and Lewis
Mr. Patarozzi's enthusiasm and dedication to his work inspired us all. His parting words were: "You can make a difference."

Treasurers Report - Heather reported that we have $1,673.76 in the bank ($113.97 of which is in savings for Perryville).
In response to Pat Zajicek's suggestion that we simply make a donation instead of working to raise funds, Heather said that we would lose our sense of camaraderie and fun if we don't work and do activities together. The group agreed.
Margaret will attend Legislative Day February 20th.
Heather volunteered to gather books left over from her VNSA (Volunteer Non-profit Service Association) sale and donate them to Perryville. Geneva will contact the librarian to see which books are acceptable.
On February 15th, we will car pool to the VNSA book sale.

Rita read a thank-you letter from Amanda, an inmate who, with our help, earned her GED.

BOARD MEETING Notes - January 6, 2014
The meeting was called to order by co-president Rita Daninger at 4:53 P. M. at the home of Shirley Talley. Present: Nancy Brown, Rita Daninger, Heather Rayner, Pat Zajicek.
Next general meeting will be at Toscana's Restaurant at 10:30. The program will feature Dr. Teyawna Lattimore and Mike Pattarozzi. Each will speak about how the GED worked this year and what is in store next. Pattarozzi, who works with the Arizona Department of Corrections, supervises Rio Salado's outreach programs. He will give us an overall view, and Dr. Lattimore will talk about Perryville Women's Prison.
Pat will notify other units asking them to attend.
We will talk to Dr. Lattimore about a date to visit Perryville in April. Rita suggested that perhaps we could ask those who do not want to go to Perryville to attend Lesgislative Day.
Suggestions:
Try another restaurant day (choose a business that gives 15%)
· Education volunteers
· Pen Pals with inmates (using a post office box)
· Donate clothing
· Book drive donations. After February, Heather will talk to Geneva about books she collects.

Heather reported that we have $1,634 in the bank, $250 of which is in savings for Perryville. Both a savings and checking account are necessary to avoid bank service charges. Shirley Talley will add her name to the account.

Fundraiser Report
Our first attempt at a Dining for Dollars event was moderately successful in November 2013. We had many members participate by inviting friends and business associates to dine at the Appliebee’s Restaurant on McDowell in Goodyear.
Applebee’s gives 10% of the food bill sales whenever our organization was mentioned to the waiters. Our group received a check from Applebee’s for $43.97 which will go toward our fund for the Perryville Women’s prison G.E.D. Scholarship Program. The event took place all day - from 11:00 a.m. to 11:00 p.m. and members and friends could be found in the restaurant at any time of the day. Given the participation, we were very surprised to learn that our earnings were so low. In the future, we will plan to use a restaurant that gives a higher percentage in order to build funding at a faster rate.
Our next meeting will be the Christmas Party at Heather’s and Ron’s home on Thursday, Dec. 19th. Each member will bring an appetizer and the Rayner’s will provide drinks and desert. It is important that there be nothing with nuts brought into the house. Please RSVP to Heather or Shirley.

Shirley suggested several people could stand outside the restaurant and encourage patrons to mention AAUW. Perhaps a small handout would help sales and disseminate knowledge about us. Shirley will contact Applebee's, Makayo's, T. G. Friday's, and Chili's; Sandie, Black Angus; Nancy, Mimi's; Margaret, Target, Buffalo Wild Wings, and Basha's. All will report their information to Rita and Pat, and one restaurant will be chosen. Pat suggested we have our regular meeting at that restaurant on the designated evening.
Margaret will contact Kathy Kenicht for tips about fund raising.
We had a lovely working lunch in Shirley's beautiful back yard and adjourned at 1:00.

Attendees (listed separately) introduced themselves: guests Lois Ferris and Bev Buck expressed an interest in joining the branch. They will attend the next meeting on October 19, 2013.
After lunch was ordered, Dr. Lattimore first thanked the group for making a donation and for asking her to speak again. She then talked about the Rio Salado-sponsored G. E. D. program at Perryville Women's Prison. She reviewed what she had told us in the spring and shared her frustration over the obstacles that inmates must overcome in order to earn their G. E. D's. After her first presentation, the West Valley Branch gave her $600, which she put into a special fund designated for the sole purpose of giving scholarships to worthy candidates taking the test. She is guarding the funds to make sure they will be used as intended.
Some things have changed since she last spoke. The state had originally decided that the new test would be electronic, posing a problem at the prison because they don't have computers available. Also the cost was to increase from $30 to $150 beginning January 2014. The state has now given a one-year waiver, and the test will be on paper; the cost will rise to $52. Presently, when inmates successfully complete sections of the test, those scores are saved and counted when other sections are complete. Under new rules for 2015, those scores will no longer count (test is now done in four sections).
Examiners (who are employed by the state) can handle only 20 persons at a time in each yard (maximum 60; high security 8 at a time). Normally there are four examiners, but just now there is only one. The jobs are posted.
Prisoners face multiple challenges to pass their tests: money, time (many work as long as ten-hour days at surrounding farms), and scheduling (if work interferes with class, work takes precedence).
How AAUW will help:
· Recruit examiners.
· Margaret Baker will check legislative districts for education committees.
· Approach State president to put this issue on the agenda for Legislative Day.
· Write letters at our next meeting.
· Have a fund raiser.
· Possibly include West Valley branches.
· Put an article in Valley Sun asking state members to contribute.
Dr. Latimore read a moving letter from an inmate who earned her G. E. D. and then became a tutor to help others. We saw our money in action. Dr. Lattimore will find out the procedure for writing checks to make individual contributions and send the information to Pat who will forward it to members.

· Put together gift bags for inmates being released.
· Provide interview clothing (perhaps from Goodwill) for inmates who will be soon released.
· Provide scholarships to those taking the GED test.
· Write letters to government decision-makers who are changing the nature of the test and its cost (we will research just who those people are).

The installation meeting was attended by Sandie Straub, Nancy Brown, Margaret Truman Baker, Shirley Talley, Heather Rayner, Patricia Zajicek, Rita Daninger, and outgoing president Geneva Rodriguez. The meeting was held at Pebble Creek’s Toscano Grill where we were able to order from the menu.
Our speaker was Dr. TeYawna N. Lattimore, the Rio IRE Coordinator ABE/GED Program at Perryville Prison. Dr. Lattimore gave a remarkable report on her work with the women at Perryville and explained just how important the GED certificate is to them. Although this program is strongly supported by Rio Salado College, there are many present and future bureaucratic, safety, and political hurdles that must be overcome by anyone trying to help the students through the maze leading to the GED test.
She further explained the challenges the inmate women have in the training program, and the sacrifice and financial burden that each prisoner must endure in order to get through the GED test. For example: The test covers reading, social studies, science, math and writing, each requiring a passing grade of 410 points with a cumulative score of 2250 points. The test is administered every six weeks with limited access for most inmates. Registration far in advance, qualifying tests, long hours of studying can lead to qualifying but not being able to take the test because it is limited to 15 – 20 students each six weeks.
Add to these hurdles the knowledge that in Jan. 2014, the cost increases from $30 to $150, the retest increases from free to $60, the test changes from essay skills in one subject to essay skills in all five topics, and the final blow – the test will change from being on paper at the prison to being on-line, restricting access because internet is not available to most inmates. Rio Salado & AZ Department of Corrections is looking for alternative testing options.
All members in attendance were aghast at the huge challenge these women face and the short-sightedness of the system. Understanding the hopeless and discouraging future for them, it is not surprising that when they get out, they return to crime. On the other hand, the Perryville program has for the past two years led the state with a 90% GED success rate.

Secretary’s Report: March minutes, which had been e-mailed for review were attached to the agenda and were approved. Shirley also reported that the “9 days a week” in the West Valley View has resulted in only one call. The caller was not able to attend this meeting. The contact information was sent to Patricia Zajicek. Shirley will continue to submit events in this section of the paper.
Treasurer’s Report: The branch has $2656.88 with all invoices paid and current. Most members paid dues for next year and $5 each for the Legal Fund to be forwarded to headquarters in Wash. D.C.
Membership Report: We presently have 12 members. Plans are being made to have a “Meet and Greet” cocktail hour to kick off the coming year.
Installation: Informal installation was held for new officers: Rita Daninger and Pat Zajicek, Co-Administrators, Heather Rayner, Treasurer, Nancy Brown, Recording Secretary. Programs will be co-chaired by Nancy Brown and Shirley Talley. Sincere appreciation goes to Geneva Rodriquez for her energetic, detailed and focused leadership over the past two years as our branch president.
PTA Scholarship Judging: Sandie Straub reported that her committee read and evaluated over 300 scholarship applications as a service to the Arizona Foundation of the PTA. It was a full day of work and challenging. The PTA was grateful for this work by our Scholarship Committee.
2013 Branch Book Scholarships: Sandie Straub announced the winners of our two $300 scholarship awards. Creation Manz, a student nurse practitioner, was awarded the first $300 book scholarship to help her complete her education. Amanda Baird, a research science student, received the second $300 book scholarship. When our treasurer, Heather Rayner, receives receipts for book purchases from these 2013 awardees, she will send the checks directly to the students.
GED Scholarship: There was much discussion about the $90 we approved last month to help three women prison inmates pay for their GED test. After hearing more about the program today, the group unanimously changed the amount to $600. This check, to be used for the sole purpose of paying for GED tests for her students will be delivered by Geneva to Dr. TeYawna N. Lattimore. She has the discretion to award full or partial payment for GED tests before the impending financial changes to be made for GED tests on Jan. 1 2014. There was also discussion that the branch should make this GED testing and the Perryville women inmates our main focus in the coming year. This matter was tabled until we have our new officers in place and have more direction from Dr. Lattimore.
Advertising & Press Releases: Nancy Brown will write brief press releases regarding the GED and Book scholarships. Heather Rayner offered to help. Geneva’s husband took many photos for posting on the web-site and using in the press releases. Geneva will research the costs of advertising at Luke Air Force Base in their publication. Shirley will continue to submit “9 days a week” information to West Valley View. Sandie Straub has been successful in getting us into Pebble Creek newsletter.
State Business: There will be a luncheon meeting on May 22 at 11:00 at AAUW AZ President Elect, Jane Adrien’s home at 115122 East Chama, Scottsdale, AZ 85255. The purpose of this meeting will be to assess the current policy on statewide meetings and bring to the state membership their recommendations. A four page document with more detail was provided to all branch members in attendance. If you plan to attend please R.S.V.P. to Jane at [email protected].

General Meeting Minutes - March 9, 2013
Branch Members met at the new Litchfield Park Historical Museum at 13912 Camelback Rd, Litchfield Park at 10:30. We had two guests, Nancy Rodgers, Rita’s sister and Bill Brown, Nancy Brown's husband. The following members were present Pat Zajicek, Sandie Straub, Shirley Talley, Rita Daninger, Geneva Rodriguez and Nancy Brown. We took a wonderful 1 ½ hour guided tour by Judy Cook, learning many interesting facts about the area and the impact that it had world-wide during the early 1900’s. After the tour, we went to Red’s Bar & Grill at the Wigwam for a delicious lunch and a brief meeting.

SECRETARY'S REPORT: February Minutes were sent out via e-mail and several corrections were reported. Shirley will resend last month’s minutes with those corrections.
TREASURER'S REPORT: Heather was not present. We have $2662.87, with the recent addition of the $1400 from AAUW-AZ refund for the Special Grant for presenting a women’s studies program at the Osher Lifelong Learning Institute at ASU (OLLI).
MEMBERSHIP REPORT: We presently have 12 members. Dr. Cynthia Krause joined our branch this past week and plans are being made to meet her for coffee by those members that can make it. Geneva will follow through on date, time and place and notify the members. We want to welcome to Dr. Krause, (she goes by Cyndee) and we are looking forward to meeting her.
It was also decided that although there is the state convention in April instead of a branch meeting, we will put something into the West Valley View 9 Days a Week feature about the convention. This will keep our name in the paper each month.
Officers for next year: Rita Daninger and Pat Zajicek will be the Co-Administrators. Heather Rayner will continue as our treasurer, and Nancy Brown will be the Recording Secretary. Nancy Brown and Shirley Talley will plan the programs and locations for the coming year.
SCHOLARSHIP AWARDS: It was moved by Shirley Talley that we set allocate $90 for the purpose of paying the fee for the GED program for three deserving detainees. The motion was seconded by Pat Z. and after a brief discussion it was unanimously passed. Geneva has made connection with Dr. Tye, the educational director of the Perryville prison for women and we will work with her to get deserving students the fees. We may have Dr. Tye come to our May meeting. Geneva will check on that.
Geneva will send the book scholarship information out to the same list of schools and colleges as we did last year. Sandie has already sent the information to Estrella Mountain Community College. Rita offered to have the scholarship application made into an interactive form so that applicants can fill it in on line and send it back that way. Sandie and the committee agreed that it will be easier to use and distribute that way.
Sandie is waiting to hear from the Arizona P. T. A. scholarship committee about when the applications for their scholarship will be available to read and evaluate. Pat, Heather, Sandie, and Nancy will read them. Sandie will notify volunteers about the date.
Press Release: Nancy Brown will write a brief press release to send to the West Valley View about the two scholarship programs we are offering.

General Meeting Minutes – Feb. 9, 2013
At Rita Daninger's home the meeting began at 10:35 with brunch. The following members were there: Pat Zajicek, Shirley Talley, Geneva Rodriguez, Sandie Straub, Marcia Schmehl, Suzanne Burgess, Nancy Brown, Sheri Allen, AAUW Arizona State President Claudette Haney and Rita Daninger. Rita prepared a very nice Quiche, muffins and fruit for brunch.
Sheri Allen presented her program about the chemistry in cosmetics, the regulations by various government agencies and the penalties that can be charged for breaking the rules. It was very informative and extremely well-done.

General Meeting Minutes – January 12, 2013
The meeting began at the home of Pat Zajicek at 10:35 with the following in attendance: Pat Zajicek, Shirley Talley, Geneva Rodriguez, Sandie Straub, Marcia Schmehl, Heather Rayner, Maggie Henderson and Nancy Brown. There was discussion during the potluck salad luncheon and Geneva brought the meeting to order at 11:10.
Branch Business: General Discussion on Policy and By-Laws - Geneva and Pat spoke about how the branch can continue operating although we are not in full compliance with numbers of members and officers meetings. It was suggested that AAUW-AZ has given us the o.k. to proceed for a while until our membership grows.
Secretary’s Report: Minutes were approved with the exception of the March 8 meeting will be at Litchfield Historical museum.
Treasurer’s Report: We presently have $1262.87 in our account. Heather explained that she had to set up a new checking account and a savings account because of past errors in opening our account years ago. She found that we needed a new Employee I.D. number, IRS# and other documentation completed in order to be in compliance with state and AAUW rules. She will be using the new account in the next few months and closing the old one down. Heather was able to get the new accounts set up without any monthly charges or set up fees through Wells Fargo. Shirley Talley reported that the reimbursement request for $1400 Special grant from AAUW – AZ has been sent in and we should be receiving a check soon.
Membership Report: Our calendar for the New Year was discussed and how to get new members. We presently have 11 members. Discussion on which meetings we should put into the West Valley View 9 days a week. It was decided that Heather Rayner would submit the meetings with a phone number only in order to control the number of attendees.
State News: Legislature Day is scheduled for Feb. 7. There will be an AAUW-AZ board meeting on Friday, Jan. 25th.
Scholarship Awards: We voted to give two scholarships of $300 each this year. It was suggested that the committee review and if necessary revise the wording on the applications. The committee is Nancy Brown, Pat Zajicek, Heather Rayner and Sandie Straub. Sandie received an email request from the P. T. A. state committee inviting us to participate in reading applications for their scholarships to determine the most worthy. Pat, Heather, Sandie, and Nancy will read them. Sandie will notify volunteers about the date.
We adjorned the business meeting and watched the movie Waiting for Superman and had a lively discussion afterwards.

The meeting began at 11:05 with the following in attendance: Pat Zajicek, Maggie, Shirley Talley, Geneva Rodriguez and Susan Burgess. We began with the potluck salad lunch at Shirley Talley’s home. Geneva shared a terrific power point presentation of her job as a Probation Officer and the new program to reduce recidivism in the system.
The business meeting began at 12:00 and ended at 1:20.

Correction to last month’s minutes – Date of Fall Forum was incorrect. It is Saturday, Nov. 17.
Treasurer’s Report: We presently have $1320.87 in our account. $1400 will be coming from the AAUW-AZ when the Community Action papers on the ASU Osher Lifelong Learning course are submitted to the state board by Shirley and Heather..
Membership Report: Our calendar for the new year was discussed and how to get new members. We presently have 11 members. Discussion on how to motivate members to come to meetings and how many (or few) constitute enough to have a meeting.
Scholarship Awards: Geneva proposed giving two $300 scholarships to under grads and perhaps $500 to a local grad student with the grad student could giving a short presentation at the May Installation of Officers meeting. Pat Zajicek suggested that we consider conserving our treasury because we have so few members. She also suggested that perhaps the Wine Tasting event should be changed into some other type of fundraising.
Shirley offered to take over the management of the branch website. Geneva will continue to work on publicity for the present time. There was some discussion on how we get new members and arrange to fill the officers positions for the coming year.
State News:
Fall Forum: Pat and Geneva shared details on the Fall Forum. It will be on Nov. 17 at Scottsdale Community College. Registration is still open, however the price is $35.00 with registration closing early next week. There will three from our branch attending. Pat, Geneva and Shirley.
Legislature Day is tentatively scheduled for Jan. 29. We should have more information on that at the Forum.

State News:
Pat and Geneva shared details on the Fall Forum. It will be on Nov. 17 at Scottsdale Community College. Registration is still open with special pricing for first time attendees (1/2 price for event) or hostess helpers (waive state dues). This is an important fun-filled event. There will be some wonderful speakers, breakout sessions and a time for each branch to share in outlining their goals. Registration forms are available at the website http://www.aauwarizona.org under calendar. Contact Geneva if you are interested in car-pooling.
Legislature Day is tentatively scheduled for Jan. 29. Geneva encouraged all to save the date and wait for further details. This is an opportunity to meet with our state representatives and listen in on some of the procedures at the state capitol. Jane Adrian is our new Public Policy chair and is working to put it all together.

Geneva will begin to place ads and articles in as many publications as possible including Pebble Creek News. She is already managing the web-page and on the internet with “Meet Up”.
